Valentina Ivanovna Matviyenko is a Russian politician, a member of United Russia party. Until September 2011 she was the governor of Saint Petersburg since she had been elected in 2003. On 21 September 2011 Russia's upper house of parliament elected Valentina Matviyenko as its speaker. She is currently the highest-ranking female politician in Russia, the current Chairman of the Federation Council of the Russian Federation.

Valentina Matviyenko was born in Shepetivka in the Khmelnytskyi Oblast of Western Ukraine, USSR. In 1972 she graduated from Leningrad Institute of Chemistry and Pharmaceutics and until 1984 held various leadership positions within the Komsomol organization.

Then Matviyenko was elected to the Soviet parliament; and later served as ambassador to Malta and Greece. She was elected a governor in 2003. Matviyenko was active in attracting foreign investment to her strategically located region, suggested a controversial idea of transferring some part of the capital's functions from Moscow to Saint Petersburg, supported the construction Gazprom C ity business center, which was unpopular with the population.

Even though Matvienko is considered to be top popular woman-politic in Russia (Forbes.com includes Matviyenko in The 100 Most Powerful Women).
